Bella, I admire you for having your own publication as well as being editor for others. Although I am an editor for a couple, I could never see myself having the time or need for the responsibility of running my own publication.

There seems to be new publications being created every day, so I do think there should probably be an application process, but I will leave that to Medium to decide. Thanks for sharing your thoughts.
