I agree with George Carlin's observations.

I can understand a mailman's frustration on Garbage Day, it must really hinder the delivery at times.

I have a plastic bin similar size to the metal one in your pic, outside my back door. Internal garbage from kitchen bin and waste-paper bins throughout house goes into it first before being transferred to the wheelie bins (garbage or recycling). Here, the garbage man will only pick up from the designated wheelie bins. If you leave anything else out it will be ignored.
